DEATH STALKS GOA ROADS

The latest excerpts from the Goa Assembly question/answer session, interpetated by the Goan Observer.

Dayanand Narvekar: Whether the government has identified accident prone zones/spots in Goa.

R M Dhavalikar: Yes sir.

Dayanand Narvekar: If so the details of such zones/spots and the action being contemplated for avoiding such accidents.

R M Dhavalikar: The Goa traffic police have analysed the accident data of last one and half year and in all 50 accident prone zones have been identified in the state.

Dayanand Narvekar: The number of road accidents which take place in Goa yearly and the number of them which are fatal leading to deaths.

R M Dhavalikar: The year wise details of road accidents occurred during the last three years are as below

Comment: Going by the figures as of June the number of fatal accidents and deaths are likely to cross the 300 mark in 2004.

Courts Understaffed
Dayanand Narvekar: Whether all the vacancies of Judges/ assistant public prosecutors have been filled.

Francis D’Souza: No sir, In fact out of 9 vacancies of Judges only one was filled. i.e. one post of Civil judge, senior division. The other 8 vacancies still remain unfilled, being two of Addl District judges, one post of civil judge, senior division and five posts of civil judges junior division. Further out of 4 vacancies of APP only 2 were filled through GPSC.

Dayanand Narvekar: If not, the reasons therefore.

Francis D’Souza: The remaining vacancies of judges have not been filled because Hon’ble High Court is contemplating to amend the Goa Civil Service (Judicial Branch) Rules 1992. The government has been in constant touch with the High Court on this aspect and the latter are expected to carryout the amendments shortly. The remaining 2 vacancies of APP which belong to the reserved category have now been advertised by GPSC to be filled by direct recruitment.

Dayanand Narvekar: If yes the names of the new personnel appointed.

Francis D’Souza: The names are Civil judge, Sr. division: Mrs Vandana Tendulkar. Assistant Public Prosecutor: Smt Tema Narvekar, Shri Utkarsh Avde.

Comment: Justice is being delayed because of the delay in filling up 8 vacancies of judges in the Goa courts.

Records Mutilated
Damodar Naik: Whether the government has shifted the civil registrar’s office in Fatorda constituency.

Francis D’ Souza: Yes sir

Damodar Naik: The status of records of births and marriage in civil registrar’s office in Fatorda constituency.

Francis D’ Souza: Sir some old records of births and deaths have deteriorated with age. So also some marriage registers for the period 1968 to 1973 need restoration due to substandard paper used have gone brittle. Other records are generally in good conditions.

Damodar Naik: Whether the government has any proposal to restore these records.

Francis D’ Souza: Sir the old records prior to 1-1-1971 have been ordered by Hon’ble High Court Bombay to be collected and restored by the Directorate of Archives and accordingly such process is in progress.

Secondly the department is finalising a legislation for reconstruction of spoilt registers which once enacted will enable the reconstruction of spoilt marriage and other registers.

Comment: Those married between 1968 to 1973 are advised to preserve their marriage certificates as your certificate could have been torn to pieces.

Concessions for some?
Isidore Fernandes: Whether there is any provision for certain categories of persons and dignitaries in the Goa housing board allotment regulations to allot plots/flats/bungalows at concessional rates.

Manohar Azgoankar: Yes sir

Isidore Fernandes: The details since June 2001 the number of persons availed such concessions, give the names, designations and their address.

Manohar Azgoankar: The allotment of flats/bungalows to the following employees of the board was made under general category and not under special scheme. The flats/bungalows were allotted to them on a “no profit, no loss basis.”

Mr K A Satardekar, Managing Director, B-11 at porvorim.

Mr Vishwas Gaude, Assistant Engineer, L-53 at Ponda.

Comment: Officials of the Housing Board ranging from Managing Director to attendants seem to be main beneficiaries of the Board’s housing concessions.

Goan Ninja Turtles!
Jitendra Deshprabhu: The present status of setting up of the Cyber City (IT Park) to be originally set up on Mandrem-Morjim Plateau.

Francisco D’Souza: Sir, Section IV notification is to be issued shortly.

Jitendra Deshprabhu: Whether the government has selected any alternative location in Pernem constituency.

Francisco D’Souza: No, sir

Jitendra Deshprabhu: If not the reasons therefore.

Francisco D’Souza: Since the government intends to pursue the establishment of the project at the proposed site in Mandrem, selection of an alternative location is not considered necessary.

Comment: Maybe now Goa will have its own specialised brand of Ninja Turtle IT products.
